Concerned about the damage tornadoes have caused in the US, the Swedish duo of directors/artists Bigert and Bergstrom have built an installation called the Tornado Diverter. They set off armed with tornado chasers and take on the weather. During their mission they discover other weapons and means of attack. In China, they bomb the clouds. In Italy, they shoot a hail of bullets into the air to protect the wine harvest. As they travel around, they begin to wonder if there is any point to declaring war to the weather. "The Weather War" sits somewhere between a road movie and a climatological art performance.
