Since the 1997 Kyoto Protocol carbon exhaust is regulated by emission rights. Polluting countries are able to buy carbon credits off "clean" countries. The sales take place on a global market and follow the law of supply and demand. And there is a lot of money to be made. Pollution is not so much cured as it is sold by brokers. Director and activist Amy Miller investigated this carbon trading and its perverse side effects and poured her indignation in a strong indictment against the system.
